Merlin Legend Lost button 1 on attendant phone. How to program System Access Ring on button 1

I have a customer with a Merlin Legend system and for some reason the very first button on the telephone used to be System Access Ring but now it comes up as a feature.
How do I re-program the System Access Ring button back onto that phone? I do not see any option while in programming what I do see are the following:
System Access
System Access 0 0
Shared System Access

When I try to program a System Access or System Access 0 0 the systems tells me it is unable to program the button and reverts the button back to a feature.

Did a system reboot and now the button is able to be programmed.

Are you using *16? Try this, go to the phone, press the other SA button/speaker or intercom, dial #00 press the button to program and dial *16 then exit.

You must program System Access buttons through Centralized Telephone Programming, from the console.

Dial Extension Number and Enter
