Merlin Legend down, Display shows C on CPU

I had to turn the power off to replace the merlin mail unit that failed and now the system wont power back up.
I powered the main cabinet up first, then the second cabinet 30-seconds later and the third cabinet 30-seconds after that.
All is get is a C in the Display of the CPU.

Any thoughts?

Powered the system off a couple times and then finally the system went back into service.
Just to confirm, the power on sequence is Right to Left, with the first cabinet being the last one to power up?

You always power the expansion modules up first. The cabinet with the processor is powered up last or else it won't recognize the expansion cabinets properly.
