I know you can mix Analog Merlin sets (hfai,bis) with mlx in same cabinet. But can you mix analog (hfai,bis, etc...)with 4400 series phones in same cabinet with r7?

Never mind. I think the answer is no because the 4400 are magix sets with magix processor and will not support analog card. correct me if I'm wrong...

You are correct. The ATL phone board didn't migrate to the Magix and the 4400 require the TDL (Magix) card.
