Merlin legend and System 25 tied together

I have a catholic school customer, a middleschool and an elementary school on the same campus where the above systems are tied together via private copper. Right now we have 2 station ports connected to 2 trunk ports on the other system and visa versa. I used to have them connected via E&M tie trunks back when there were 2 system 25's there. The problem was that everytime there was even the slightest electrical storm in the area, one of the cards would get cooked...( always the same building). I was wondering if I wanted to go the E&M route again, is there an active component I could put between the 2 to protect both systems?? The problem I have now is that both system's C.O. lines are coming from a 3rd PBX, a panasonic KX-T and if one site tranfers a call to the other, the line usually does not release on call completion.

Yes, you need to consult the NEC article 800, and follow all the code requirements for proper grounding and bonding of the systems and proper entrance cable protection on both ends of your underground or aerial cables. Once this is done then your circuits should operate properly - E/M or otherwise.

If you need more capacity, you might consider using DS1, plus DS1 gives your network more functionality. The Panasonic KX-TD? may have DS1 capability also. You might want to think about all your trunking and network arrangements. There may be ways to make it work more efficiently.

E&M is a wonderful way to tie a Legend and System 25 together, which can be duplicated with a DS1 as SYQUEST suggested (but really only if the need is there).

His other remark about proper grounding and such IS what's killing you.

I don't know of an "active" component to place between the two sites, but normally underground cable is at least protected by some kind of fuse panel on both ends. If you don't have that in place, then I STRONGLY recommend that you have that piece looked at before somebody gets hurt.
