Merlin Legend 4.0 Call Routing (Non-SPM)

Here is what I need:
Call comes in to Operator ext 21
Operator is not there, so call forwards to ext 39
Ext 39 is not there, call goes to ext 35..etc
Is there a limit to how many hops it can take? And how would it be setup? I have the default call groups, they all ring 4 times then go to voicemail (770). Can this be done without changing how that works?
