merlin II transfer issue

I have a merlin II system that everyime we try to transfer to an extn in the 2x range it goes to extn 22. this is happening on every phone, so its not a jammed 2 key. Any ideas? I believe this system was defaulted as i have to re-program everything the other day and is when this issue occurred.

are you sure the position & numbering of stations & the modules are correct
check your administration plan

I'm not real sure to be honest with you, I have never had to deal with a Merlin II before this. We ended up just moving the cabling from the 2 important extensions in that range to the 30 range until we can replace it.
