Merlin II/Legend CC04 Module

I recently visited a friend of mine's site who had his Merlin II upgraded to a Legend and I noticed he has a card called "CC04 Call Classifier-4 Channel" in one of the slots. It has the red, green and yellow lights like a 100D or 400EM card. The label on the top Ids the card as 517A16.
Does anyone know what this card is for? What do the lights mean?

I think it's used to add touchtone receivers to the system. This is probably a large and busy system with voicemail. Brian Cox
