Merlin and International Calling

I have a site with a Merlin Legend Release 3.1 v2.0 and they are unable to make international calls. I have checked and the configuration in the SpecialServ is set correctly to and delete digits are set to 3. The confusing issue is that on the hand set display... it shows "Outbound" when dialing 1+ dialing, but when you dial international it specifies the actual trunk channel and you never get put through to the PRI. Anybody have any ideas...
 
Does your carrier require you to delete "011"?

Delete the entries in Spec Service table for the PRI. It will then reference the standard ARS tables for the appropriate information.
 
check your ARS tables and make sure you don't have the international prefix set to route to a different set of lines as well.
 
You will have to excuse me, I removed "011" from the spec service tabel and this alone did not fix the problem. I tried to add a 011 to the ars table and no joy there either. Is there a avaya text that you can reference that would have an example of how to add this to the ars table.
