Meridian Mail 13 CI boot command

Has anyone ever used this CI command on boot up? Supposedly you need to type in CI at some point during boot up. I am trying to reset the SecFile in mail to reset the admin password since we can't get it to boot from the install tape.
 
I'm not aware of the "CI" command prompt. My thoughts would be to keep on entering this command many times whilst the Mail 13 is booting up.

All I do know is that Mail 12 and below could have the password reset via the TTY port.

I was able to get into the CI menu but I could not find anything related to the security file. I was able to get in by using the KILL 2 command remotely, then I stayed in the mail screen and just typed in CI a bunch of times every 30 seconds or so until it came up. Looks like rls 13 does not have this SecFile option, back to the drawing board. I am going to get a third tape drive before I go with a new harddrive.
