Meridian - how to Remove key 02 scn XXXX 2

Our 'phone' person left and I am trying to make some changes to our office locals.
I haven't been able to find out how to remove a key.
"key 02 scn 2216" in particular as "FRED" cannot transfer calls.

I was able to remove the SCN key but "FRED" is still unable to transfer calls.
in comparing to other setups and it seems FRED is missing key A06.
Below is prt of user "RAQUEL" who does work

You shoud post the entire TNB for Mr. Flintstone's telephone.
Also, A06 is a conference key although it can be used to transfer.
TRN is transfer.

The weird thing is that NO ONE else with a 2616 phone has the TRN key and they can all transfer.
Below is the full TNB of 'Wilmas' phone which works as expected. I know AO6 is for conference but when transferring calls there is a "conference" of sorts

That's not an entire TNB and yes, the conference key can be used for transfer. But you also have to allow it in CLS with C6A
