There's a ton of Google hits on ENUM. Here's the org's home page:

I wast told by someone at Sprint recently that phone number portability is being rolled out as we speak and will be activated later this year. It looks kike ENUM is the protocol that supports that.

My -limited- knowledge is that it's a DNS style database for looking up IP's with telephone numbers. One of the primary applications is voice over ip.
