merging cells in DW

this may be a simple question but its got me beat -

I can't understand that when I merge cells in 'expanded layout' then return to 'layout' to resize, dreamweaver replaces the cells I have just merged with a replacement set of unmerged cells,

so I am back where I began and unable to resize the page because the new cells are refilling the area I want to resize??

Anyone help me here?? Thanks
