Export users with BAT on the servers you will eventually make subsribers. On the publisher import those users. The things that may not work are any special route patterns, etc. that BAT can't export.
There will be some manual work that will need to be done to make it work. Unfortunately there isn't an wizzard that will let you do it.
Now if someone could come up with one that would be great!
