merge .pdf?

You'll need a PDF that is the desired page size already (perhaps you can create one as a template). With the Touch Up Object tool selected, select all and delete, if the template page has items on it. Then open your PDF that needs the new size and with the same tool selected, select all>copy>then paste into the PDF with the desired page size. That's the only way I can see it being done.

Worked great - even easier then you described. I have an 8.5" x 11" template form with a blank spot where I needed to Paste these 7.5" x 3" .pdfs Is all I did (with your suggestion) was Select All, Copy, from the smaller .pdf, then clicked on the template .pdf, click where I want the upper left corner to start and then Paste. Booya done!!
