Merge 2 pdfs using one as a page overlay

I need to merge 2 pds using one of the pdfs as a page overlay. For instance, I have FileA.pdf, a one page document that I'll be using for my overlay. I have FileB.pdf, a multi-page document. I need to merge or insert FileA into FileB using FileA as an overlay for each page in FileB. I also need the overlay to be transparent since the text/graphics on both need to be visible.

Sound like you want to add a watermark of FileA.pdf. In version 6 under Document in the menu bar select Add Watermark & Background. You can adjust opacity, alignment, page range, etc.
 
I just posted a similar question (see "Merge" thread) and got an answer that worked for me. I used the TouchUp Object Tool, Select All, Copy, Paste. Try going to your overlay page and Select All, Copy, then Paste into each page of your other .pdf
