Mercury setting changes not saved

I have added a virus scanning policy and changed the postmaster in Mercury, yet when I shut the service off or reboot the machine, my changes are not there. What could I be doing wrong?

Check for write-behind cacheing, make sure that your .ini file is NOT marked read-only, and make sure you wait long enough after 'shutdown' for changes to be saved to disk before you restart. Mercury changes are saved when you close the program, not when the change is made.
