Menu Reading From Data File

I need a heirarchical menu system something like this - - to allow users to browse a number of different projects.

Can anyone tell me how to make such a menu system (or any kind of menu system - I am willing to change) dynamic, that is, let me read in the menu choices from a file - preferably just a text file.

I would like to keep things simple and preferably stick to dhtml / javascript if that is possible.
