Menu not displaying in HTML Frames

I am trying to have a drop down menu show up in my frames page. The menu drops down, but only in the top frame. The top frame isn't very big, so I would like the menu to open up over the bottom frame.

Is this possible?

Across frames? Doubt it very much! Unless you fake it and had a copy of the menu in each frame, but that would be a pain to script.

I wasn't sure if there was a way with Flash.
I might have to go with a full flash site or change my menu.
