Menu Flyout Differences When Right-clicking on Selected Text

I have not been able to figure out which conditions determine which flyout menu appears when right-clicking on selected text in WP 10.

One flyout menu is long and reads Cut, Copy, Paste, Paste Without Font/Attributes, Delete, Highlight, Block Protect, and seven other options.

The other flyout menu contains only Copy Here, Move Here, Move Here Without Font/Attributes, Cancel.

Does anyone know the factor the gives the different flyout menus?
