Does OSX support the same kind of application memory allocation that OS9 did? When I try to reset the memory allocation for my Freehand MX, it won't let me change it. I do have permissions to make the change. Any ideas?

Okay - native OSX applications use a completely different memory management scheme than OS9; in the UNIX model, programs do not have hard-coded limits on the amount of memory they consume - they are permitted to grow till all of RAM and all of swap is consumed.

I don't know freehand - are you using a Classic version? Where are you trying to change the memory allocation?
