For just about ALL IDE and EIDE ATAPI CDRom's, Windows has a driver that will run them just fine.
It's called OAKCDROM.SYS, and it's part of the EBD. In most cases for pre-Windows-ME, load this device in config.sys, don't need MSCDEX, windows will recognize the CD and run perfectly. For dos mode apps, load mscdex in the dosstart.bat in your windows directory.
If you're needing miniport drivers, this solution seems to eliminate this as well without putting the filesystem in compatibility mode.
