Memo field moves other rows

I have a report that has 2 rows of data in the detail portion. A memo field is on the first row. The data in row 2 always begins after the memo data ends (veritcally). Here is an illustration:

Try start with the bottom of the memo text box beneath the top of field3 and field4 text boxes.
