Memo field bar - Problem

I have a form that contains two memo fields. The memo field in the form contains a left bar to enable the user to see all the data. However, one my users when it try to use the roll button on top of the mouse, the whole form move forward to other records.

Is there anyway that I can avoid that problem? Your guidance will be appreciated.
