Meeting times are shifted

If this has been asked before, please direct me to the answer.

We have a situation where the times for meeting requests are being shifted. Here are the details:

User A, located in the Eastern time zone, send a meeting request for 9:00 AM to users B and C, who are also in the Eastern time zone. All workstations have their time zone settings and clocks set correctly. User B accepts the request and finds that the meeting is showing in her calendar as being at 10:00 AM. User C shows the meeting as being at the corect time of 9:00 AM. User A's mailbox is in a different domain from users B and C (who are in the same domain). While users B and C are in the same domain, their mailboxes are on different servers. User B's mailbox resides on a server that is located in the Central time zone (with the server's time zone set accordingly), while user C's mailbox is on a server in the Eastern time zone. When user C's mailbox is moved to the server in the Central TZ, the same issue occurs (time is shifted forward). Is this happening because of the time zone settings on the server?

The users Outlook has a Time Zone in the calendar settings that can be modified to fix this issue.

This is not the solution, or the problem. All time zone settings on the clients are correct. When an unaffected mailbox is moved to the same server that the mailboxes experiencing this phenomenom are located, it experiences the same issue.

When all else fails, read the book!
 
Either there is a time zone issue, a daylight savings client issue or the DST patch needs implementing on the server.
