meeting exchange express language in user accounts

recently had to reload meeting exchange express on a server that had a drive go bad. raid 5 supposed to function without 1 drive, but it didnt.

anyway, got server back up, but with a couple issues:

when setting up a reservation or an end user account, i have no languages in the Language drop down list.
and
the software is not syncing time with the server.

any ideas on either of these would be great!
