Meaning of error message

Could anyone tell me what causes this. At first I thought it was that the submit button had a href around it but I took it out but it still throws this message. Is this error on the submit page or the asp page it goes to. I also thought it might me that the page that submits is only an agreement page that passed no values but I added a hidden value and have gotten the same message.

The method specified in the Request Line is not allowed for the resource identified by the request. Please ensure that you have the proper MIME type set up for the resource you are requesting. AJ
