ME "Unable to browse network"

I have not come across a problem as stupid as this, ever. My cousins just got a new PC, as did I. We both have Athlon 1GHZand we both are on a LAN, using two hubs and 10baseT wiring (I think- its the one with eight little wires in one big one.) I have set up the protocols correctly on both - TCP/IP and IPX/SPX, with Client for Microsoft Networks installed. Both LAN cards use Realtek drivers, 8029 I think. My computer works fine, as usual, as I can see the other two old compputers on the network along with my own. I can also see my cousins, named Carrera, but when I try to access it, it returns the message, "Carrera could not be found on the network." That's a bit stupid, seeing as its there. And my cousins, when trying to browse the network, get the message, "Unable to browse network." I have swapped cards; no problem. I have tested the wiring; no problem. Please help me, I'm completely stumped.
 
I ahev just tried again to fix this problem, and now my cousins computer can access the network, but can only see itself in the My Network Places window. All the other computers can see this computer, but an error message appears when they try to access it.
 
This is obviosly basic ,but have you enabled file and print sharing on all the machines and then physically shared the files? There is a good visual on networks @
 
This is a symptom of network cards not talking to each other. Are they from the same manufacturer?
There are some subtle differences in timing between cards from different companies. And if you have mixed you run the risk that two on the network won't talk then start trying to resend until the network is flooded.
