MDF Wiring for SL-1

A technician is at one of our sites to punch down some phones. He's struggling to find the ports I provided.
He sent pictures of the blocks, the port numbering ends at 7. The system has many ports in the 8-15 range.
In a Nortel, are the switchtails connected in such a way that all 16 ports aren't consecutive, are split between blocks?
We often dispatch techs for Nortel phones and haven't run into this before.
I've tried researching in Nortel manuals and a couple of sites I have bookmarked, but MDF connections aren't covered.

it is quite normal to wire Krone strips in 8's so like you say 0-7 on first strip and 8-15 on second so 16 ports. On older Option 51/61/81 CS1000M etc. the IPE cabling was all 24 on first cable was on the first card then second cable was split 16 on second card and then first 8 of 3rd card, then third cable would be last 8 of 3rd card and remaining 16 on forth card. Then same again 24/16/16/16 etc.
 
Thanks! I did read that somewhere, will have to review it again. This is similar to what we run into with Avayas because of skipped pairs. That's why proper labeling is critical.

You said SL-1 and not Meridian 1. Do you still have QSU phones? What kind of switch and card are you using?
