i found it myself
create a shortcut with the following parameters:
"C:\Program Files\Microsoft Office\OFFICE11\MSACCESS.EXE" /wrkgrp C:\wrk1.mdw C:\CEI.mdb
the first parameter is the msaccess.exe
the 2nd parameter after the /wrkgrp is the mdw file
the 3rd parameter is the mdb i need to join to the specified mdw
