Mdaemon - VBR certification

In manual"Enable certification of inbound messages
Click this checkbox to enable certification of inbound messages. When MDaemon
receives an inbound message needing certification, it will query the trusted CSP to
confirm whether or not the message should actually be considered "certified." If so
then the message will either be exempt from spam filtering or have its Spam Filter
score adjusted, depending up which option you have selected below."

I do not understand: VBR certification works in the way that from all inbound messages, Mdaemon server when it finds certication, it will querry its CSP to learn whether the message is "certified" or not.

So what happens when inbound message are not certified, or certified by unkown CSP or non-certified?
Maybe it only edits sum filter points to the spam filter?

How much processing power the server is paying for that?
Is that recomendable to configure on my server?
