md110 can not get busy tone from mobile operator

Hi
Hi we have 2Mb connection to our gsm operator and we make outbound calls through this PRI..
The problem is, When an extension makes a call to a customer GSM operator, if the B party is busy, A party gets line locked out message on DTS and "la li lu" tone
The route parameters are

Is the problem because of MD110 or gsm switch?
Does anybody have any idea?

Try to change
SIG to 311100000031


and RODAx parameter to
VARC=00000200,VARI=00000000,VARO=06410000

Hi i tried and still same...
But, when i changed the Sig parameter to 311100000031 , it almost gives line-locked out message when the B party press the no button on his mobile phone...
But when i change the SIG parameter to 000010010030, while B party rejects the call -pressing no button on his mobile phone- it sends release event so i don't get line locked out message.
But problem is when B party is busy, Md110 gets line locked out message...

By the way this route is used for also the incoming route ..
