MCS not connected error

When i'm trying to connect to telephony services after i'm logged in i get an error that says programming can not be done at this time try again later. It says the MCS is not connected. Anyone have any ideas ont this? I'm going to try a reboot, but i have to wait until after hours.

Try this ...
Go to Diagnostics, Service Manager.
Find the service called VoiceManagementSubSystem.
Stop and then start the service.
You should now be able to access Telephony Services.
A reboot also corrects.
I'm pretty sure there was a patch issued for this to correct long term.
