MCIS 7.0 to 7.1 XC upgrade

do I need to upgrade 7.0 to 7.1, then upgrade to 7.1 XC?

Why not just go to 7.0 XC?

7.1 has the new NA DST schedule.

I do not think so since 7.0 is 7.1 it is just missing the new Daylight savings time. You should be able to put in the XC and that is all.

Right. You can just insert the new software. Be sure to upgrade the software first, then add any new hardware.
