MCDN Not Working!

I just installed MCDN on location 2, and my IP trunks are set to Private. The target lines do not answer the calls, and only route to the control set. I belive you are supposed to reboot the system after applying MCDN, but it did not prompt me to? Would it make sense that the service will not work until reboot? If i put the recieved digits in the public field it works, but i have 7 digits received there,

Did you set up the CDP with Rout & Desti information for the private numbers?

Yes.I just did this exact setup with 3 sytems last week, and it worked the same. I only question MCDN because I just added that key last night.
