MCD Software Installer Tool problem

I cannot upgrade the SI Tool 10.1.0.16 to the latest for MCD 4.2 10.2.0.2 or uninstall it from my laptop running windows xp. The SI Tool upgrade wizard indicates that the upgrade has been successful when it has not and the add/remove programs on my laptop is similar when trying to remove the SI Tool. Any ideas? Thanks in advance.

Remove all of the files in your FTPROOT directory and run the installer again.

NO GOOD DEED GOES UNPUNISHED!
