MCC Fan Issues

I have an old MCC in which one single fan of the whole assembly (of 3) keeps revving up then down then up then down, constantly. Researching to see if it's this single fan unit or if a greater problem might be lurking. Bad temperature sensor, other issue that might be causing this, etc. Or if just the fan is bad. No alarms or issues are present, just one fan keeps going high speed then normal then high speed, etc. If just the fan is bad I want to replace it but can't find documentation on whether it is hot-swappable or not. Any advice/thoughts? Thanks!
 
fans are hot swappable

AHD1 fan speed controller is a circuit pack 103809208 - This is not hot swappable.

screwed to the left wall of fan assembly and inserted in a jack at the bottom.
