Yes they can.
Try setting your high flash timer in the single line circuit descriptor forms to around 400 ms.
This value will vary depending on what type of analogue telephone ( P.O.T./ SLI ) you are using. Try experimenting by altering the value up or down by 50 ms at a time until you can transfer the call.
