MC-32 Card not showing in UCM

I have a customer that has a CS1000MG with 5 VGMC cards in it. They lost power the other day and when the system came up, we had to re-sync the node. Everything came up except one MC-32 card does not show up in UCM as an Element. In LD 32 you can stat it and all trunks are IDLE, in LD 117 it shows active with all 32 trunks registered. In Element Manager it shows as a failed sync. Re-syncing gets the same result. I have reset it from Element Manager, and have also pulled and re-seated the card and get the same result. Is there any way I can get UCM to see this as an element or am I going to have to replace the card? This is on a 7.65 release system.
 
You are probably going to have to remove it in EM and put in back in then resync the Node
 
I must say never done a VGMC since 4.5 so not had the pleasure of registering them to a Sec Domain, I have not tried but can you just do it in LD117?

REGISTER UCMSECURITY DEVICE <IP Address of VGMC>

NTP Says for that command:
Establish mutual trust with the primary security server for the element specified by <ip_address>, where <ip_address> is a Gateway Controller or VGMC registered to a Call Server belonging to the security domain.

If not can you not just login to the VGMC and issue "joinSecDomain" at the command prompt?
