We are unable to access other companies Voice Mail prompts. In order to make this action complete we need to use Feature 808. Is there a system setting that will always send lon tones after line connection? This just recently happened after resetting the switch to the default setting due to a move.

If your system was defaulted, the default setting for your lines is pulse dialing. When you enter F808, it will change that to tones allowing it to work, so most likely, your lines are set for pulse dialing. Change your lines to tone dialing and you should be fine. And no, there is no setting to change long tones to be on permanently.
