MBSA-Unable to scan for Hotfixes

I am having trouble getting MBSA (Microsoft Baseline Security Analyzer) to run the Hotfix check. These particular servers are NOT connected to the internet, and will never be. I am having trouble getting the program to read the .xml file locally. hfnetchk and mssecure.xml are installed and placed in the MBSA directory. I have registered msxml.dll with regsvr32, the only difference I see is the version, where Microsoft claims the version should be 3.0.SP2, and I have a different version.
I have to install msxml3SP2Setup.exe, but I am not too confident that it will work either.
I have tried just about everything and still receive error, "hotfix database version: hotfix check not performed. If you folks have any tricks, I'd appreciate them, thanks.
 
I don't have your setup, but when I run hfnetchk, the program contacts MS on the internet and MS does the scan via the internet.

Thanks Glen, Oh Yes, HFNETCHK.EXE runs just fine, if you place the mssecure.xml file in the same directory, and update this file periodically from Microsoft. I know that MBSA uses this tool, it just can't find either to create a report. (If you unplug your box from the internet, run HFNETCHK.EXE you will see the same results that I see)
