looks like that port is configure for span. Enter the command show monitor and see if that interface is configure for monitor. If it is it will show up with some syntax session 1 monitor destination .... something like that, I can't recall the exact syntax. To clear that issue no monitor session whatever the command display is. By the way ports that are in monitor mode usually show up as being down. I found that out when I started running IOS as opposed to CAT-OS.
Could you post the interface configurations for the two interfaces you are connecting? Or if you are attaching an end device the network interface settings of the end device Are you using the right Gbics?
What are you connecting to it.. I assume that you are attaching a server or another end device to it since the port is set as port fast and only one vlan?
I don't know a hell of a lot about switches, but from memory keepalives are what they use to tell whether line protocol is up or down. Soooo, if keepalives are off, I would say this makes sense.
But then it's entirely possible I'm missing something even more basic!
