Maxtor 2F040L0 40Gb HP Drive Limitation

I just got some Maxtor 2F040L0 replacement drives. They are 40Gb with the 40GB covered over with a sticker. The drives are from HP.

And only show in the BIOS as 21.1GB

There is a Cap Limit on the drives, but when I use it it caps the drives to 2.11GB

Is there anyway to unlock the drives back to 40GB?

And why do HP do this? Is it because they are replacing 20GB drives so they lock to 20GB?

Hope someone can shed some light.
