MaxStringLength, FetchLimit parameters in ROD

I am new to Actuate and dealing with report which is aborting with error[ORA-01406:fetched column value was truncated] when MaxStringLength, FetchLimit parameters in ROD is kept as NULL/4000, NULL reps.
When I increase them to 32000, 32000 report is not aborting and getting all qualified records. DB is Oracle 8i and Actuate version is 6. I verified the data selection and Report is not using any LOB, maximum column length from source table is 4000.
I want to know what is causing this error and what changes it makes when change the parameters to 32000 limit.
Any pointers and clarification would be very helpful
