My research suggests that the local SAM database's limit is around 40,000 objects. At least that was the limit in NT 4. I wouldn't be surprised if the limit is higher in 2000/2003, but why would you need it? AD can hold millions of objects. In all of the places I've worked in the last 5 years, I haven't seen more than 20 users and groups configured in the local SAM of a server or workstation.
