Maximum number of distant steering codes

I have a Nortel 81C system that is networked with 4 digit CDP to several remote sites.
I was routing some Distant steering codes and ran across a error that indicated that I have met the maximum allowable steering codes in the system.
Now may have to rethink how DNs are routed?
Is there any tricks around this? Does anyone know that there is an available license or patch to allow more distant steering codes?

I believe the limit is 10000 but that is set in the ESN block.
