I have Exchange 2003. My problem is that I have now hit the 16Gb Maximum. I have utilised the fix to gain 1Gb Extra as a temp measure to try and remove old mail and run an offline defrag.

My question is this. Is there any way I can increase the max size permanately. I have heard a suggestion that if I go to server/Exchange 2003 Enterprise I can do this but I want to know this is the case and if so what is the new maximum database size.

You would need the Enterprise version for that.
Limits .. disk!

Disks may be the limit, but I would try and limit it, remember you have to back it up, and in the event of a disaster you also have to recover it.
You could also try setting mailbox limits and looking into an archive solution such as KVS or EAS.
