I've been told that if you have more that 200 characters in your Keywords list, some search engines will skip over your page. Is this a fact, or bull flop?

I own a website submission/marketing company. Your description and keyword tags can possess upto 1,000 characters each. In any case, engines will not skip your page if you have too many characters. They will only read the first 1000 and skip the rest. You will still get indexed fine.
