Are you asking about MM? What backend do you have? If it is the MSS backend then that is probably in the COS setting the mailbox is assigned to. If this is some other backend then that is controlled by the backend, not MM.
The settings on the COS are controlled by the Audio Encoding that is used. GSM has greater storage capacity but the sharper integration is G.711. With the single server MM and SIP integration you can choose either GSM or G.711. What you show above with 139 minutes tells me that you are using the G.711 encoding (seen in the VMSC, Audio Encoding on the MAS).
Caveat is that if you change from G.711 to GSM there aren't any changes to the COS done by the system you can adjust but the reverse is that the machine will divide by 5 the voice mail and call answer message length and max message size ... so be careful of this.
If you want to change the storage options for a few users then best to place in their own COS so the increased size doesn't tax the system storage too much.
