Max no. outbound connections

My exchange server is failing to send out email because it keeps opening up tons of outbound connections on the upstream mail relay. I have checked and changed the settings referring to max no. of outbound connections on the properties of the IMS and nothing seems to work. Is this a bug that has a fix??
If I try and telnet to the mail relay it bombs out with too many SMTP connections from this IP Address error message

Sounds like you may be an open relay - have a look at the FAQ in this forum on testing and locking down open relays.

Thanks but nope - I checked that. Actually the problem turned out to be a virus issue - strange but true. I wasent infected but the virus being quarantined was enough to cause the issue.
