Max Busy Extensions in Incoming Call Distribution Group

I have a TDE600 with a TimeWarner PRI. DID calls are directed to Incoming Call Dist Group 601. I set max extensions to 4.
Currently, when 4 extensions are busy, the fifth caller hears rings but no extensions are ringing.
I'd like the fifth caller to hear a busy tone or perhaps route to a message that all agents are busy.
 
Use a queuing time table under ICD Groups and record the necessary OGM to inform the person queuing that they are in the queue.
 
to get busy you need to set the queue to 0, the queue states the number of calls to allow to wait when all agents are busy. if you set it to 4, it will be the 9th call to get busy if you have 4 in the group
